我觉得意思应该是 "5. the act of elevating” （“6” 也可以说得通），即名词化了的“高升”。这里的“高升”不是职务的上升，而是地位，实权和影响力的上升，比如习思想被写入党章使习获得了和毛泽东并驾齐驱的地位，习在中国党和国家内的霸主地位进一步加强，等等。
