Gatineau police apologize to women for saying they 'refused' to make a complaint

Gatineau police now say two women who complained about the force’s handling of a case involving a missing Indigenous teenager have said they will get back to investigators when they are ready and have spoken to lawyers.

Police initially told this paper the women had “refused” to make an official complaint and they were no longer pursuing an investigation of how they had handled the case for lack of a formal complaint.


The complaint revolves around the treatment of an Inuk mother who went to police to press for more information about her missing daughter. The teen’s mother and Dawn Moore, a Carleton University professor who accompanied her to the police station on boulevard de la Carrière, said police brushed aside the mother’s concerns about her missing daughter. Both said police shrugged aside requests to devote more resources to finding the teen, who was reported missing Nov. 27.

The teen was found safe later that day. The mother said she found the girl herself.

Both the mother and Moore said the mother was treated unfairly because she’s Indigenous. Moore said an officer at the police station grabbed Moore’s arm when she rested her hand on a door frame while asking about the case.

In a statement earlier this week, Gatineau police said they reviewed footage from their cameras and there was no appearance of an assault.

Gatineau police spokeswoman Mariane Leduc said if the women wanted to pursue a complaint, “We will be available to meet with them or accompany them in the process.”

Friday, in an email to Moore, Leduc apologized and said she hoped Moore was reassured about the status of the investigation.

Both Moore and the Inuk mother, who can’t be identified because her daughter is in foster care, said they were not finished with their complaint.

“I was told I had six months to decide,” said Moore. “I told the officer I would be responding within six months but that I needed time to contact lawyers and political leaders as well as review the evidence.”
