The City of Ottawa is pleased to learn it has won an Award of Merit from the Canadian Institute of Planners in the Sustainability Mobility Transportation and Infrastructure category. The award is for their 2017 Transportation Impact Assessment (TIA) Guidelines. The TIA guidelines are used for development applications and are a primary tool for identifying the potential impacts on the transportation system when reviewing a development proposal.
The updated guidelines provide an industry-leading framework to incorporate the emerging concept of complete streets, including new methodologies to assess level of service for pedestrians, cyclists, transit, automobiles and trucks when assessing the impacts of private developments. This has helped to better align and implement the goals and objectives of the City’s Official Plan and Transportation Master Plan towards building more people oriented and liveable communities rather than continuing to focus on accommodating automobile movements.
There is now widespread recognition that intensification requires more focus on sustainable modes rather than additional automobile capacity and that providing additional automobile capacity typically results in the degradation in the level of service for sustainable modes. The new TIA Guidelines puts into practice this complete streets philosophy in a practical way that can be replicated by other municipalities.
The Transportation Impact Assessment Guidelines were approved by Transportation Committee and City Council on June 14, 2017.
