The City’s Planning Committee today approved a zoning amendment that would permit a complex of high-rise and mid-rise towers at 1354 and 1376 Carling Avenue.

Three high-rise towers between 20 and 22 storeys would front onto the south side of Carling Avenue, about a block west of the Westgate Shopping Centre. The two eight-storey mid-rises would be at the rear of the site, to help transition to the low-rise residential community to the south.

The redevelopment would add about 900 units to the site currently occupied by a Travelodge Hotel and Conference Centre. It would help create a dynamic mixed-use area in this neighbourhood and build on the planned redevelopment of the nearby shopping centre, which Council approved in March 2017. Council will consider this item on Wednesday, August 29.

The Committee approved a permit to demolish two parts of the former Sisters of the Visitation Monastery, a designated heritage building in Westboro. Half of the two-storey west wing and the entire one-storey connector south wing would be demolished so that a proposed nine-storey apartment building could connect to the heritage building by a two-storey glass link.

The original stone house was built in 1864 and 1865, and three wings were added in the early 20th century along with a chapel. The monastery housed the cloistered order from 1908 until 2010. The applicant would need to complete substantial restoration on portions of the heritage building before construction of the new building could begin. Council will consider this item on Wednesday, August 29.

The Committee moved to protect Sandy Hill’s cultural heritage character by approving two new heritage conservation districts within the community. The Russell Avenue-Range Road district extends east from Russell Avenue to Range Road, between Laurier Avenue and Osgoode Street. The Besserer-Wurtemburg district encompasses properties along Besserer Street and a portion of Daly Avenue, east of Charlotte Street.

Combined, the two districts include 152 properties, and the protection gives Council authority to review and approve new buildings and alterations to existing buildings within the district boundaries.

The Committee approved a motion asking City staff to begin a comprehensive review of the City’s Official Plan with the aim of developing a new plan that will continue to address local priorities and changing community needs over the next two decades. Staff will bring forward a detailed work plan and budget for the review at the first Planning Committee meeting of the next term of Council.

Except where noted, items approved at today’s Planning Committee meeting will go to Council on Wednesday, September 12.
