加拿大总理杜鲁多12月6日表示,自己事前对加拿大皇家骑警逮捕华为副总裁任正非的女儿,华为副总裁孟晚舟一事知情。但杜鲁多总理否认逮捕行为与政治问题有关。

在接受记者采访时,杜鲁多表示:“适当的部门作出了这一决定,我们在逮捕发生几天前就得到了相关部门的通知。我们相信我们独立的司法系统,这些事情与政治并无牵连。”

中国方面对孟晚舟被捕一事发出了强烈抗议,加拿大总理表示,他没有与中国方面开展任何对话,也没有与世界其他国家的领导人就此事进行过任何会晤。

按照时间推算,杜鲁多在阿根廷参加G20峰会时,就已经对这起逮捕知情。在G20峰会当中,中国与美国达成了短暂的贸易战停火。

加拿大网络安全部门总监Scott Jones表示,他的部门已经做好了防御准备,应对来自中国的潜在报复性网络攻击。不过Jones并没有对孟晚舟被逮捕一事做出任何回应。他只对媒体表示,加拿大网络安全系统已经做好了准备,将保护加拿大的通讯基础设施抵御可能来自中国的攻击。

“我们将会一直对可能引发危险的因素保持警惕。作为一个国家,我们将会抵御任何针对加拿大的恶意行动。我们也将与边境安全部门保持紧密合作。”

中国外交部发言人耿爽早前表示,在没有任何解释原因的情况下对人实施拘禁违反人权。中国驻加拿大大使馆表示孟晚舟没有违反任何加拿大或者美国法律,并要求加拿大方面释放孟晚舟。

根据华尔街日报的报道,美国的检控官早在四月份开始,便在调查华为公司违反美国制裁伊朗的禁令一案。华为方面在向环球邮报提供的一份声明中确认,孟晚舟目前面临美国纽约东区检控官的控诉,她在加拿大转机时被当局逮捕。

一名加拿大司法部官员透露,孟晚舟星期五将会在温哥华出庭。由于司法部收到了出版禁令的限制,司法部无法在目前提供任何其他的信息。而这一禁令是由孟晚舟方面申请得成的。

环球邮报称,加拿大当局逮捕孟晚舟决定可能会影响加拿大与中国的关系。在中美贸易战中,中国与美国都在寻求自己的贸易伙伴“站队”,虽然加拿大已经与美国墨西哥签订了新的北美三国贸易,不过杜鲁多政府还在同时积极寻求与北京达成一定的贸易协定。

在星期四,英国主要电讯公司BT Group PLC宣布将移除自己旗下的网络当中,也不会购买华为的5G技术。早前,英国情报部门军情六处曾经针对华为技术发出警告。

VANCOUVER—Whether or not Huawei executive Meng Wanzhou is a flight risk will likely make up the bulk of the arguments presented at a bail hearing scheduled at B.C. Supreme Court Friday morning, according to a Vancouver immigration lawyer.

Lawyer Richard Kurland said it’ll be up to Meng and her legal team to prove she is not likely to flee Canada if she is released from custody. Meng is being sought by the U.S. Attorney’s Eastern District of New York office to face unspecified charges after being detained while transferring planes in Vancouver on Dec. 1.

Kurland said the review of whether or not Meng should remain behind bars while awaiting a later hearing to determine her extradition will likely take weeks. The extradition hearings themselves could take years depending on whether there are appeals, he said.

“You’ll have a burden to demonstrate you’re not a flight risk and that you’re going to comply with the process. The way it’s typically done is the person engages, at their own expense, 24-hour security, private guards that monitor them independently,” Kurland said.

“Second, you’ll also put together electronic monitoring and you need a place (to stay). So you have to have a residence where all of this is possible.”

Nelson Cunningham, a former U.S. federal prosecutor and special adviser to the Clinton administration, said he anticipated Meng will remain behind bars pending the outcome of her extradition.

“In the systems I know, someone like this would be highly likely to be in custody while their matter is being adjudicated. They’re such a flight risk, and because we know that if she leaves Canada, she’ll go to China and she’ll be beyond the reach of process,” Cunningham said.

“I would be shocked if she were released on bail.”

Meng is listed as the deputy chairwoman and chief financial officer of Huawei and is the daughter of Zhengfei Ren, the founder of the company. China’s embassy in Ottawa opposed the detention and called for Meng’s “personal freedom” to be restored.

The Canadian Extradition Act requires that a person must be facing charges for an offence considered criminal in both Canada and the country seeking extradition. It’s anticipated that the offence Meng is accused of could be revealed during the bail hearing. However, the Globe and Mail has reported that Meng is facing allegations she violated U.S. trade sanctions against Iran.

Cunningham suspected Meng’s arrest could be seen as a warning against those who defy U.S. sanctions, which cover Iran’s shipping, financial and energy sectors.

“Within the Trump administration, there are powerful cross-currents here,” he said. “Because they very much want to punish Iran by limiting trade with Iran, and by punishing companies that violate those sanctions.”

But the move could also have repercussions with Canadian-Chinese relations.

“I could imagine the Chinese government could be putting a great deal of pressure on the Canadian government,” Cunningham said.

“There’s a big disagreement right now between the U.S. and its closest allies, I believe Canada being one of them, over how to interpret what sanctions ought to be enforced against Iran and what sanctions should not.”

Kurland, meanwhile, wonders whether Canadian business interests in China may be the target of any retaliation by the Chinese.

“Is it riskier (now) for Canadian business people to visit China? What if China decides to retaliate with the nab and grab of a senior Canadian business person in China? Now what?” Kurland said.

Crown details allegations: #Huawei owns company SkyCom which had dealings with Iran. US banks became concerned of Huawei involvement with SkyCom, but Meng assured the two companies were separate in 2013. Crown said this was the fraud.

Crown in #Huawei case says here's the proof: SkyCom employees used Huawei email addresses, management were Huawei employees, bank records linked the two companies, and that in effect the two companies were the same. SkyCom was used to conceal dealings with sanctioned countries.

Huawei CFO Meng Wanzhou wanted in U.S. for fraud, bail hearing told

Meng Wanzhou — the chief financial officer and deputy chair of the board for the Chinese tech giant Huawei — is wanted in the U.S. on allegations of fraud, a bail hearing has been told.

U.S. counsel said Friday that Wanzhou, 46, is accused of using an unofficial subsidiary called Skycom to evade U.S. sanctions on Iran from 2009 to 2014.

It's also alleged she made public misrepresentations about Skycom, saying it was separate from Huawei, when the U.S. contends they were the same company doing business with Iran.

American officials are seeking her extradition so she can be prosecuted in the U.S.

The allegations were detailed at Meng's bail hearing in B.C. Supreme Court on Friday morning. She appeared without handcuffs and dressed in a dark green sweatsuit.

Meng was arrested in Vancouver on Saturday.

Previously, a publication ban prevented the U.S. Department of Justice from releasing further details about the arrest. Several media outlets, including CBC News, challenged the ban. It was lifted as the first matter of business at Friday's hearing.

Huawei, an increasingly dominant player in the network equipment market, is under scrutiny from the U.S. and other governments over suspected ties to the Chinese government and possible links to spying.

Meng is also the daughter of Huawei's founder and CEO Ren Zhengfei.

The company says Beijing has no influence over its operations.

News of Meng's arrest pummelled stock markets in anticipation that the move would derail planned trade talks between China and the U.S., the world's two largest economies.

“The Vancouver houses, one on Matthews Ave. in Shaughnessy, the other on West 28th Avenue in Dunbar, are registered to Xiaozong Liu — according to B.C. Land Title registry records — the same name as Meng’s husband, who is identified in Chinese media.

Property documents list Liu as owner of the home on 28th Avenue in Vancouver since 2009, when the home was purchased for $2.7 million. Records also show that Liu has owned the Matthews Avenue property since 2016, when it was purchased for $15 million”
