The transition to the revamped Community Funding program starts with applications for sustainability funding for 2021. Organizations can apply to pre-qualify for this funding from Tuesday, March 3 to Monday, March 23.

Sustainability funding is one of the three types of funding available under the revamped program, which is now open to all organizations to ensure the City’s investments address the greatest community needs where they are most pronounced.

Request for qualifications


Sustainability funding (5-year, renewable)

Sustainability funding, like the previous renewable funding, will go to community social service agencies and non-profits that address poverty and make services more accessible to those residents facing the greatest needs and barriers. This funding is now open to all organizations and the funding period has increased from three to five years. While there is no change to eligibility criteria, there are new requirements for annual reporting.

Application process


The Sustainability Fund will be allocated in two phases:

  • Request for Qualifications (RFQ), where interested agencies must demonstrate that they meet the eligibility requirements. The RFQ will help develop a list of pre-qualified organizations that will be invited to participate in the next step. RFQ applications will be accepted from March 3, 2020 to March 23, 2020. City staff will inform applicants of the outcome of the RFQ by March 30, 2020.
  • Request for Offers (RFO): Organizations that qualify through the RFQ will be invited to respond to the RFO. More information will be provided directly to qualified organizations.
Other types of funding


Community funding

This funding stream is divided into three envelopes:

  • One-year funding with the same eligibility criteria and reporting requirements.
  • New three-year funding for organizations not receiving sustainability funding. If the community need continues when this funding ends, organizations can apply for sustainability funding if funds are available.
  • One-time funding for neighbourhood events, previously managed by Recreation, Culture and Facility Services. There are no changes to eligibility criteria and reporting requirements.

Emerging and emergency needs funding

This funding for emergency and emerging needs is divided into three envelopes:

  • Capital funding, including for enhancements or expansions of facilities, is open to all non-profit social service organizations.
  • Emerging community needs funding is open to non-profits serving priority neighbourhoods, as identified by census data and mapping.
  • Emergency funding is for organizations receiving either sustainability or community funding.

Applications for community and emerging and emergency needs funding will open in January 2021.

Transition period

The City is transitioning to this new funding model in 2020 and will provide transition support for community agencies and non-profits that currently receive renewable Community Funding. There are no changes to funding in 2020, including the $100,000 provided to one-time projects that meet current priorities. The City will work on transition plans with currently funded organizations that do not receive funding for 2021. They will be able to apply for up to one year of transition funding from the Council-approved $500,000 transition fund.

Community Funding provides $25 million per year to organizations and projects that improve community well-being. The revamped program aims to address the greatest needs in the community where they are most pronounced, while remaining flexible to address evolving needs and responsive to emergencies when they arise.
