中国人经常搞错一个观念，认为公权力的机关都是政府。
其实政府只是行政权的机关而已，国会、法院都不算政府。

中国历史上的三省六部制沿用了几千年。其中刑部相当于当今的法院+公安局+检察院。这就是中国人对政府概念的一贯认知。

西方人的定义也一样：
