The United States will reopen its land border to fully vaccinated travellers as soon as ports of entry open on Nov. 8, U.S. Customs and Border Protection (CBP) announced at a press briefing on Tuesday.

That means ports of entry open 24 hours will accept vaccinated travellers when the clock strikes midnight, while the others will accept travellers as soon as they open that day.

The U.S. has kept its shared land border with Canada closed to non-essential travel since the start of the pandemic in March, 2020. But on Nov. 8, for the first time in 19 months, the U.S. is set to welcome back travellers by land and passenger ferry — as long as they're fully vaccinated against COVID-19.

CBP confirmed travellers entering by land will not have to show proof of a negative COVID-19 test, but said travellers should be prepared to verbally attest to their vaccination status, and present their vaccination documentation upon request.

To be considered fully vaccinated, travellers must have all recommended doses of a COVID-19 vaccine authorized by U.S. regulators or the World Health Organization.

WHO-approved vaccines include Moderna, Pfizer-BioNTech, Oxford-AstraZeneca and its Indian-made counterpart, Covishield. The U.S. will also accept any combination of these vaccines, such as a mix of AstraZeneca and Moderna.

Children under 18 years of age will be exempt from the vaccination requirement.

Expect long wait times​

CBP says its border crossings will be staffed at pre-pandemic levels starting on Nov. 8, but warns there could be longer than normal wait times.

"For travellers making the trip to the United States, we ask for patience with our officers," said Matthew Davies, the executive director, admissibility and passenger programs, with CBP. "To help reduce wait times and long lines, we encourage travellers to have the correct documentation ready."

Relief for Canadian travellers​

In March 2020, Canada and the United States agreed to close their shared land border to non-essential travel to help stop the spread of COVID-19.

It was widely assumed that — when the time was right — the two countries would announce a joint reopening of the land border.

But that didn't happen.

Instead, Canada reopened its land border to fully vaccinated Americans on Aug. 9, 2021 while the U.S. remained silent on its border plans. That sparked anger and frustration among Canadians who wanted to cross into the U.S. by land, including those with family in U.S. border towns.

Now that the land border is reopening, it has provided relief to many, including Canadian snowbirds who want to drive to the U.S. sunbelt for their winter stay.

"I am ecstatic, I'm over the moon and back again," said Fred Welsh of Gillams, N.L. The snowbird plans to drive his RV across the border on the first day it reopens and head south to Florida.

"When they announced they were opening the border on the eighth of November, I was — I had to be the happiest man on the golf course," he said.

Come Nov. 8, unvaccinated travellers may continue to cross the U.S. border for essential reasons such as trade and transport. However, by January, essential travellers will also be required to be fully vaccinated.

Canadians still need to take return test​

When returning to Canada, recreational travellers must provide proof of a negative COVID-19 test taken within 72 hours before their return flight or planned arrival at the land border.

Canada will only accept a molecular test — such as a PCR test — which can cost hundreds of dollars.

Travellers crossing into the U.S. for a short trip are allowed to take their molecular test in Canada and then use it upon their return — as long as it's less than 72 hours old.

Canada is facing pressure from tourism groups, senior advocacy organizations and some U.S. politicians to drop its pricey COVID-19 test requirement for fully vaccinated travellers.

The federal government says it's reviewing the requirement but that it's staying in place for now as a precaution.

"Canada is still in many areas battling the fourth wave," said Chief Public Health Officer Dr. Theresa Tam at a news conference on Friday. "While vaccines reduce the risk [and protect] people against infections, it's not 100 per cent and that protection could wane or be reduced over time."

New air travel rules on Nov. 8​

Since the start of the pandemic, recreational Canadian travellers have been able to fly to the U.S. Starting on Nov. 8, they will face stricter rules.

Currently, Canadian air passengers entering the U.S. must show proof of a negative molecular or antigen test no more than three days before their flight's departure.
Come Nov. 8, all foreign air travellers, with few exceptions, must also show proof they're fully vaccinated.

Children under 18 will be exempt from the requirement, but children between the ages of two and 17 will be required to show proof of a negative COVID-19 test.

The Ontario government has announced new restrictions in response to the spread of the Omicron COVID-19 variant.

Capacity limits, restrictions on food and drink service, and gathering size caps are among the new measures that were announced Friday.

“We need to meet this variant head on. We need to do everything we can to push it back,” Premier Doug Ford said at a press conference.

“Over the coming days and weeks, daily COVID cases will continue to accelerate, with Omicron being the most transmissible variant we’ve seen yet.

“But while our intensive care units remain stable, we expect the number of admissions to grow as more people catch COVID, particularly the unvaccinated.”

In a statement, the government announced a 50 per cent capacity limit in the following indoor settings, in a bid to “reduce opportunities for close contact”:
  • Restaurants and bars
  • Strip clubs
  • Personal care services
  • Physical fitness trainers
  • Retailers and shopping malls
  • Areas of facilities used for sports and fitness activities, including gyms
  • Indoor recreational amenities
  • Indoor clubhouses
  • Tour and guide services
  • Photography studios
  • Marinas and boating clubs
The government said the limits do not apply to a portion of a business that is being used for a religious service, funeral, or wedding. Ontario chief medical officer of health Dr. Kieran Moore said the exception for those events only applies to a ceremony portion which have masking, distancing, and other restrictions.

The number of people permitted to sit at a table will be limited to 10.

Bars, restaurants, meeting and event spaces and strip clubs will be required to close at 11 p.m., though takeout will be allowed to continue. Alcohol sales will be restricted after 10 p.m.

Patrons will be required to remain seated and dancing will not be allowed, other than by workers or performers, the statement said.

Food and drink service will not be permitted at sporting events, concerts, theatres, cinemas, casinos, gaming establishments, horse racing tracks, car racing tracks, and other venues, officials said.

The government also announced that the indoor informal social gathering limit is being reduced to 10 and the outdoor limit is being reduced to 25.

All of the new restrictions take effect Sunday at 12:01 a.m., which Ford said will give businesses time to adjust.

“The experts have been very clear: nothing will stop the spread of Omicron. It’s just too transmissible,” Ford said.

“What we can do and what we’re doing is slowing it as much as possible to allow more time for shots to get in the arms.”

Ford added that he knows parents are concerned about what will happen with schools in January. He said no decision has yet been made on what will happen.

During Friday’s press conference, Ford didn’t announce new measures to help businesses, but he said they will be “exploring every option to provide more supports.”

He also said he was joining Quebec’s call for the feds to expand business and worker supports.

Ottawa’s top doctor is imposing new restrictions on restaurants, gyms and other businesses as the Omicron variant of COVID-19 spreads.

Medical officer of health Dr. Vera Etches has issued a letter of instruction that reinstates 50 per cent capacity limits and physical distancing requirements, effective Monday.

“Waiting to take action means waiting until it’s too late,” she said on Friday. “We’re on the worst possible curve.”

Etches made the announcement shortly before Ontario introduced its own restrictions later Friday, including lowering private gathering limits to 10 people indoors from 25, and 25 people outdoors.

“We need to meet this variant head-on,” Premier Doug Ford said. “We need to do everything we can to push it back.”

Ottawa saw 309 new cases of COVID-19 on Friday, after recording 199 on Thursday. Ontario reported a significant jump in cases to more than 3,100, more than double the 1,429 reported on Tuesday.

Although hospitalizations remain low, public health experts expect them to rise.

Etches said the new restrictions are necessary to protect residents and reduce Omicron’s potential impact on the health care system.

“Hospitalizations and deaths are a lagging indicator,” Etches said. “We expect to see the impact on local hospitals in the coming weeks.”

The following settings in Ottawa will have capacity and physical distancing requirements of 50 per cent starting 12:01 a.m. Monday:
  • Meetings and event spaces, including conference and convention centres
  • Restaurants, bars and other food or drink establishments without dance facilities
  • Personal care services, such as hair salons, barber shops, beauty salons, piercing services and tattoo studios
  • Indoor recreational amenities and indoor facilities use for sports and recreational fitness activities including areas for spectators within those facilities
  • Indoor clubhouses affiliated with outdoor recreational amenities
  • Indoor concert venues, theaters and cinemas
  • Museums, galleries and similar attractions
  • Casinos, bingo halls and other gaming establishments
  • Indoor fairs, rural exhibitions, festival and similar events, and
  • Faith-based organizations and places of worship
People must be able to maintain a physical distance of two metres in all the above facilities, in addition to not exceeding 50 per cent capacity.

Restaurants and bars will also face new restrictions. Patrons must be seated at all times when consuming food and drinks, and no more than six people are allowed per table.

Some differences between Ontario and Ottawa restrictions​

Etches said on Friday if the provincial and local restrictions differ, the stronger measure will apply. For example, Ontario is limiting patrons at restaurants to 10 people per table, but Ottawa's order limits that number to six.

Ontario is also applying its 50 per cent limit to retailers and shopping malls, which the Ottawa Public Health order does not cover.

The province is also ordering bars, restaurants and strip clubs to close at 11 p.m., with the exception of takeout and delivery service. The sale of alcohol will be restricted after 10 a.m.

Ontario’s order comes into effect on Sunday at 12:01 a.m.

The Ontario government has also ordered the suspension of food and drink services at sporting events, concert venues, theatres and cinemas, casinos, bingo halls and other gaming establishments, horse racing tracks, car racing tracks and other similar venues.

And Ontario’s limits don’t apply to any portion of a business that is being used for a wedding, a funeral or a religious service, rite, or ceremony.

But Ottawa’s order does cover faith-based organizations and places of worship.

Etches urged people in Ottawa to keep gatherings as small as possible and limit their number of close contacts.

Etches also asks people to suspend participation in indoor team sports and team play "for the time being," and to not attend large venues.

Businesses scrambling to adjust​

Businesses who have survived the 20-month roller coaster of the pandemic are facing the prospect of rapidly pivoting again ahead of the usually busy holiday season.

“We were struggling to find staff and now we’re thinking how to reduce our staff to accommodate for the 50 per cent,” said Nick Charbel, the owners of Hard Stones Grill in Nepean.

“It’s a continuous struggle with the opening and closing and opening and closing. So you can’t really plan.”

Conor Oakley, who owns CrossFit Hintonburg, said their business usually relies on this time of year.

“For us to be taking a step back when we should be ramping up is definitely going to be hard,” he said.

“We just make sure we follow the guidelines, make sure our members feel safe. That’s the best we can do.

Ottawa Bylaw Services ready to enforce new rules​

Ottawa Bylaw officers will be deployed to enforce the new restrictions on businesses during the holiday season.

"The dedicated team will be redeployed starting Monday," said Ottawa Bylaw and Regulatory Services Director Roger Chapman.

"Primarily we're responding to complaints and information received from the public for non-compliance, and that's where we'll continue to focus on efforts on in those areas."

The city of Ottawa says residents with complaints can call 311 to inform the city of non-compliance by businesses.

"Bylaw is always at the ready to go and enforce the laws," said Kim Ayotte, Ottawa's new general manager of community and protective services.

一转眼从6月15日变成20日,国内航线和出国不再要求接种疫苗,从国外回来的要求未改变,所有旅客,要求戴口罩。​

Vaccine mandates for domestic travel, outgoing international flights to be suspended Wednesday

The federal government will announce that COVID-19 vaccine mandates for domestic travel on planes and trains, as well as outgoing international travel, will be suspended as of Wednesday, senior government sources have told CTV News.

The mandates first came into effect in October 30, 2021, and have required all passengers on planes or trains to be fully vaccinated against COVID-19 to be allowed to board.
