今年 2 月，加拿大将极右翼 Proud Boys 列为恐怖组织，称其在美国国会大厦遇袭事件中发挥了“关键作用”。

WATCH: Canada's Minister of Public Safety and Emergency Preparedness Bill Blair announced on Friday the addition of four new entities, three groups and one individual, to the country's list of terrorist organizations under the Criminal Code.

The Canadian government officially named the U.S. right-wing militia group Three Percenters a terrorist entity on Friday, saying it had an active presence in Canada and could threaten national security.

Earlier this month U.S. prosecutors obtained a conspiracy indictment against six men associated with the Three Percenters, the latest in a series of such charges arising from the Jan. 6 riot at the U.S. Capitol by former President Donald Trump’s supporters.

Canadian officials cited the Jan. 6 riot and said members of the Three Percenters had been linked to a 2020 plot to kidnap the governor of Michigan.
Canada also put leading neo-Nazi activist James Mason and British group Aryan Strikeforce on the list on Friday.

The groups’ assets can now be frozen by banks and financial institutions, and it is a crime for Canadians to knowingly deal with assets of a listed entity. Anyone belonging to such a group can be blocked from entering Canada.

In February, Canada named the far-right Proud Boys a terrorist entity, saying it posed a “pivotal role” in the attack on the U.S. Capitol.

OTTAWA, ON, June 25, 2021 /CNW/ - Violent extremism and acts of terrorism have no place in Canadian society or abroad. The listing of terrorist entities under the Criminal Code sends a strong message that Canada will not tolerate this type of activity, and will do everything in its power to counter the ongoing threat to Canada's national security and its citizens.​

The Government of Canada has placed four new terrorist entities on the Criminal Code list, including:

• two ideologically motivated violent extremist groups: Three Percenters and Aryan Strikeforce;
• one American neo-Nazi who has provided ideological and tactical instruction on how to operate a terrorist group to listed entities: James Mason; and,
• one Daesh affiliate: Islamic State – Democratic Republic of the Congo.

Based on their actions, each individual or group meets the legal threshold for listing as set out in the Criminal Code, which requires reasonable grounds to believe that an entity has knowingly carried out, attempted to carry out, participated in or facilitated a terrorist activity, or has knowingly acted on behalf of, at the direction of, or in association with such an entity.

There are severe penalties under the Criminal Code for people and organizations that participate in or deal with the property or finances of a listed entity. Once an entity is listed, it is by definition considered to be a "terrorist group" under the Criminal Code, and its property is automatically frozen. Listing can also assist in the investigation of terrorism offences that have "terrorist group" as an element of the offence, such as knowingly participating in any activity of a terrorist group for the purpose of enhancing its ability to facilitate or carry out a terrorist activity. A listing can also support the denial or revocation of a Canadian organization's charitable status if it maintains connections to listed entities. Furthermore, persons seeking entry into Canada may be inadmissible if they are found to be associated with a listed entity. A listing can also help to facilitate the removal of an entity's online content.

The Government of Canada will continue to identify and assess whether entities meet the threshold for listing, regardless of their ideology, as a means to apply significant consequences on these individuals or groups and those that support them.

• With these additions, there are now 77 terrorist entities listed under the Criminal Code.
• An "entity" is defined in the Criminal Code as a person, group, trust, partnership or fund or an unincorporated association or organization.
• This marks the second time an individual has been added to the Criminal Code list of terrorist entities. In 2005, Gulbuddin Hekmatyar, leader of the group Hezb-e Islami Gulbuddin, was deemed to have met the threshold for listing and remains listed to this day.
• When an entity is placed on the list, banks and financial institutions must freeze its property. It is a crime to knowingly deal with the property of a listed entity.
• Listings also help obstruct assistance from sympathizers and supporters in Canada by criminalizing certain support activities, including those related to terrorist travel, training and recruitment.
• There is also a requirement to review each entity on the list within five years to determine whether it should remain on the list. The following nine entities were recently assessed and it was concluded that they warrant continued listing: Hizballah; HAMAS; Palestinian Islamic Jihad; Popular Front for the Liberation of Palestine; Popular Front for the Liberation of Palestine – General Command; Al Qaida; Jaish-e-Mohammed; Asbat Al-Ansar; and Euskadi Ta Askatasuna.
