The destination airline is responsible for your baggage ( Shanghai airport must have been pissed off by AC "一贯撒谎"). in the 90s when I took the Canadian Airline ( Bankrupt) to Ottawa via Toronto, I could not locate my baggage in Pearson and was told to claim in Ottawa. Filling out the form in YOW and calling the Airline for my baggage one day after. The Airline informed me if I was traveling with a return or further traveling ticket, they will reimburse my daily hygiene needs cost. I brought ~$180 appeals and socks from the Eaten department ( bankrupt) store. The receipt and the copy of my return ticket were required to drop at the Airport Office on the way to return. I did as per their instructions, About six weeks later I received a mailed check for Can$180 in the country where I resided.
That was the old days, who knows now? Should ask Shanghai airport: What am I going to wear? I don't have underwear and I don't have socks,... They are all in my baggage.
