今天收到Ottawa-Vanier M.P., Mr. Mauril Belanger转来的CIC部长的回信，在信中承认CIC Ottawa Citizenship Unit的处理速度慢于一般的10-12个月，并已经进行了重组，处理时间有所减少。 下面是信的全文：

Dear Colleague:

Thanks you for your letter of October 27, 2003, with which you enclosed a copy of a letter requestion that my Department address t he problem of delays in processing citizenship applications through the Citizenship and Immigration Center(CIC) in Ottawa.

Due to stuffing pressures and an overall increase in the number of citizenship applications received by the office, processing times at CIC Ottawa, until recently, have been slower than the normal service standard of 10-12 months. In response to this, the Citizenship Unit at CIC Ottawa has been reorganized and we are now seeing a reduction in processing times. The majority of applicants currently taking the oath applied for citizenship within the last year. We will continue working to reduce processing times.

I trust that this information will assist you in responding to Mr. M** et al.

这个majority不包括那些打手指模的吧？我去年五月递的申请，到现在还在等手指模的报告，还不知什么时候能宣誓呢。

打手指模是Security Check的一部分，通常在Sydney完成，然后再将申请转到local office等待考试和宣誓。如果考试之后接到通知说要打手指模， 就很有可能是local office把你的case给耽误了。不妨到200 Catherine Street去问个清楚，因为是他们的责任，他们或许有什么补救的法儿。那里的服务态度还蛮好的，就是要有耐心。

今天，打电话查询枫叶卡的处理情况（5月申请的，到现在没答复）。 移民部的人说,因名字不符（护照与移民纸），目前正在核实。我查了一下儿：护照上 DAHAI ZHAO, 移民纸上是 DA HAI ZHAO. 我是在香港申请的移民。

不知大家有没有遇到类似的情况。考虑到大多数中国人是三个字的姓名，相信还有跟我们一样的CASE. 可能大多数公民申请延迟与此有关。

这TMD也是扯蛋, 如果护照和移民纸是不同的人, 当初你怎么能入境的? 还有除了名字, 移民纸和护照都有代码的, CHECK 一下不就完了, 他们就是官僚, 办事效率低.

我老公也遇到过.不过他比较幸运,移民局的打电话给我们核实名字,半分钟就搞定了,后来很快就收到取枫叶卡的信.所以我想这跟办事人员的负责态度很有关.如果每个公务员都替申请人着想,也不会有这么多delay了.

Wired point. But since our local M.P.s here in Ottawa have already been helping our new immigrants here for this round, maybe you will change your mind now.
