其实中国人还是在进步的。同样1000元的教育经费，在美国这种发达国家可能就用在一个人身上，而在中国却要用在一百甚至几百人身上。教育结果当然会有很大差异。

13个亿的人口，是怎样一个庞大的数字，综合素质提高起来是相当不容易的。就这些年来看，进步已经相当明显了。然而中国人实在是太多了。比如说：在加拿大每10个人就有一个人往地上扔一张废纸的话，很可能马路上看上去仍然比较干净，因为加拿大人口太少，密度太小；但是在中国，就算每一千个人中才有一个人扔一张废纸的话，那马路上就已经是很恐怖了......


更何况，这里的部分“忧国忧民”之士整天专门盯着国内的阴暗面，完全不提及国人的任何进步，拼命想要给人造成的感觉就是：中国完了，中国人耻辱，中国人没素质！（尽管他们也在用中文！！！！！）

教育原本就是产业，任何一个国家都是这样的。没啥可以惊讶的。

之所以批评加拿大的教育政策，是因为加拿大在赚外国学生的钱上做得太过分了！！！

为何法国，德国等的大学（公立的），可以在学费上视外国学生等同于本国学生，而加拿大就要这样赚钱，要求外国学生付出的学费比加拿大本国学生要高出 3 倍。 世界上好象没有第 2 个国家这样吧？（我是说公立大学！）

Germany and France is going to charge extra fee for foreign students soon. You should understand that the tuition fee for Canadian students couldn't cover their expense and therefore, government add money to make up the difference. So don't think the univ makes 2 times of money from foreign students. On the other side, the public univ (as you called) is serving its citizenship not foreign students as the money to support these univ is from its taxpayer. The foreign students don't pay tax and therefore, shouldn't expect the public univ has any special policy for them. I feel those languages schools should be condemned as they charge too much but not provide necessary education. Canada spend most of its budget on the medical system and therefore it's not strange it doesn't have enough money for the education system, not to say to benefit the foreign students.
