The City’s Community Services Committee today directed staff to apply to have Centre d’accueil Champlain legally designated a French Language Service agency. Designation would formally acknowledge that the long-term care home has served Ottawa’s Francophone community for more than 50 years.
Long-term care homes operated by municipalities can now legally seek designation as French Language Service agencies under provincial legislation. To receive the designation, the City would need to demonstrate to the Province that the home can actively offer service in French on a permanent basis and meet the specific needs of its Francophone residents.
As a long-standing provider of long-term care services in French, Centre d’accueil Champlain already meets most of the requirements for designation in its existing policies, practices and procedures. The City will make some minor changes to meet additional requirements and then apply for the designation. If the Province awards the long-term care home a French Language Services Designation, the City would need to revisit the designation every three years to ensure it continues to meet requirements.
The Committee approved the City’s annual declarations of compliance to Ontario Health with the terms of the Long-Term Care Service Accountability Agreement and the Multi Sector Service Accountability Agreement. In 2023, the City received provincial funding totaling $52 million through these agreements to deliver services at its long-term care homes and adult day programs. The report confirms the City has fulfilled its obligations and met all performance and reporting requirements.
