You have to remember you local computer's IP address is 192.168.0.3, not 67.*.*.*.
67.*.*.* is your router's IP address, right?
You don't have a FTP server running on your router.
Port forwarding only affect the packets coming from the WAN connection, which is the outside internet.

i have another question. why cannot i visit my ftp server with internet ip in the same computer?
i do can do it with intranet ip.
i mean like as follows.
c:\>ftp
ftp>open 192.168.0.3
then i input the user name and passwd.
but if i try to open internet ip address
like ftp>open 67.*.*.*
it always says connect refused.
even i installed different server and client software. is that mean i can not do this in the same machine?
