但加拿大一般不这么做，最关键的可能是部长的一个主要功能是要出席议会回答问题，提法案等等
不是众议院议员无法出席，只能当观众

那上面明确说了参议员当部长，因为按照传统，每个省至少一个部长，有些省小，执政党没有议员

说每个省至少一个部长不准确，顶多只是一种较大的可能
比如自由党在萨省没议员，也没有任命一个萨省参议员当部长

那是土豆不按传统（convention）, 这个事没有法律规定，只是按传统。所以破传统弄一个局外人也不是梦

卡尼如果要从政不会
他如果不当总理从政就没什么意思了，要当总理不是众议院议员不行
比较简单的方法是如果他选上了自由党领导，可以让某自由党铁票区议员辞职，他补选即可
当然这也不是没有风险，像安省保守党前领导脱瑞连补选三次都失败了，也只能走人，不好意思再让别人辞职他好补选了
