搜了一下看到 The U.S.-Mexico-Canada Agreement (USMCA) allows goods to move among the three countries tariff-free if they follow certain rules. The rules require that a product be made entirely in North America or be substantially transformed in North America if it is made of components from other countries. For products like autos, 75% of the content must be from North America.

难道加拿大62%的产品不符合这个条件？另外奶制品之类的好像另外有协议，只允许有很小的配额进口
