现在的议员就象弱智一样，很简单的问题，好像什么天大秘密。谁付关税，短期内取决于供应商和采购商的实力，这是两者协商的结果，如果关税永久性的加了，最终是到消费者头上，该问题的傻逼之处在于，就好比问通货膨胀了，是超市承担还是韭菜承担一样。
