You are asking for help from the public forum which mean you still care for him, that's the right thing to do but it's only the first baby step. Never give up your dog until you tried every possible way, we knew that your dog has a behavior problem, but until now I haven't seen you did anything to correct this problem, there are so much things that you can do before you give him up, treat him as a family member not a toy, you would never give up a bad-tempered kid, do you?
If I were you, I would do the following:
1. Get him the shot at any animal hospital, cost between $60 to $90.
2. Get him fixed if he is over 6 months, city of ottawa neuter centre can do it below $100, the phone number can be found from the blue page.
3. Bring him to a professional dog trainer, such as Pet Smart, let them evaluate the problem and give possible treatment.
4. Get him socailized with other people and dogs, you can put a muzzle on him at the first couple weeks, socialized dog behaves better.
5. Give him enough exercise, Jack Russell Terrier is a hunting dog, he needs a lot of exercise to burn out his energy, a worn out dog is a better behaved dog.
6. Give him enough attention to form the bond between you and him, buy some dog training books to help you establish your leader role, Chapters has some good books. If he displayed some desired behavior, give him a lot of praise and treat, ignore him when he is not doing well, if you have the right method, time will change everything.
That's only a couple steps pop up from my head, you could do so much to help him, if you feel that you are responsible for him, try it. If you give him up to human society, I can ensure you 99.99% that he will be put to death which you don't want that to happen.
