Not sure what to call. How about "external water valve"? It serves to control the water supply to your home. The city could switch it off if someone fails to pay the water bill for a long time.
For new development, the builder would have to hire a professional (usually 6 months to one year after the whole street is completed) to certify each valve can be freely accessed. A cetification would have to be presented to the city. After that the builder will have no responsibility to the valve. Howerver if your house is still within one year warranty period your builer will have to fix the problem (make sure you register the problem with the ONHWP program). Otherwise, it may be your own responsibility to fix it.
You may misunderstand my intention. I knew the problem was the road surface. The reason I provide some explanation was that he did not know "what to call" when he communicate with his builder. If he knows "what is for" then at least the builder will probably understand what his complain is about. But he means that valve was even with the road surface, but now it is higher than the road surface. He doesn't mean if he can open it or not. I guess that's because your road surface is sunken, which is the case for the new road. I think you should feedback this to your builder as the road shouldn't be sunken like this, ask them to apply a new layer of road surface.
