Beijing or Bufflo?Immigration Issue.

Family class immigration, can we send our application to visa office in Bufflo,USA ?
Beijing and Bufflo which is faster?

We are both living in Ottawa now.

Please give us some advice.

family class case goes to "vegreville, Alberta", it should process in canada.

i know, but the process is so slow. it will take 1-2 years.
so ,i wonder if i can go to Bufflo or Beijing.
