If I were you I would come to Ottawa.
Here are the reasons:
1. Ottawa is still the tele/datacom center in Canada. You can find almost all of them including NT, CISCO and ALCATEL.
2. The job marcket is recovering, especially in product testing and/or verification.
3. Although there are many poeple out there and looking for job, most of them are those who didn't have professional training (just obtained some kind computer related certificate, spent 2 years got a master degree in computer but originally was in chemical or something)
