My understanding is as follows:
Originally the building was a CCA asset.
It was built by private donations and provincial government contribution,
probably on a matching basis.
Since 10-15 years ago, the building has been registered as a separate corporation.
So now the building has nothing to do with CCA, although it was agreed that CCA can use the facility, say the library, free but so as other community associations.
The building frequently makes donations to CCA to support CCA's activities.
Even the chinese commuity newspaper needs to pay rent to have an office in the building, although the rent is very low.
Anyone can rent the apartment, if it is available.
