I believe Canadian Tire has given you the most fair suggestion. If the hole is locatde in the center portion of the tire (the center portion has steel cable for stronger structure), it can be fixed by putting a patch inside the tire or inserting a rubber stub in the hole. If the hole is located on the side, then it can not be fixed or it should not be fixed because the side wall structure is weak, and it can not support the retrofit. And it is properly illigal to fix the tire if the flat spot is on the side wall. You may need to buy a new tire.
