"There is a general rule that pictures can be shot handheld at a shutter speed equal to or faster than the reciprocal of the focal length of the lens in use. ...If you are using a 250mm lens, then the slowest shutter speed that you can use handheld would be 1/250 second. A person under pressure might perform differently than when calm. The final outcome of most tests indicates that most photographers can get clear, enlargement-quality sharpness at 1/250 second. They can almost always get a sharp image at 1/125 second, and usually get an image of acceptable sharpness at 1/60 second. At 1/30 second photographers who are especially steady can get acceptable sharp results."
" Here are some generalities:
- 1/30 second and slower requires some support.
- 1/60 second is a marginal speed for photographing still objects.
- 1/125 second is the ideal shutter speed for handheld photography of still objects.
- 1/250 second will probably freeze the motion of a person running.
- 1/500 second will freeze the motion of most horses running and may freeze a fast-moving automobile, but 1/1000 is safer for most auto races."
