wht is wrong with OU

if you apply a course, they ask you to send transcript from cdge.edu.cn, i never heard about it. what they do for us and how we pay for that since they are in china.

i do not understand it and OU said some fraud made them such a decision. what to do with the application that have to go through this crazy process
