There are quite some debates on the attribution of this famous quote. Some said that the ex-British minister Benjamin Disraeli said that, but other suggested that Lord Courtney first said that. In US however, this quote is popularized by Mark Twain, and thus generally credited to Mark Twain. :)
 
What I try to say is 如果穷人跟穷人组成家, the household income among 63% of the families would be less than $41,600 .

However, some of the families are made of individuals whose salary is at the high-end. Such a combination tends to mask the fact that 63% of individuals in Canada are still making an annual salary of less than $20,800.

Therefore, the government report should be viewed from a different angle. It is not assumption. It is credited as "critical analysis".

打个比方吧:
假设你年收入10万的基础上挣了100但是又花了20作为成本。
1。若20元是为了工作挣100工资,则你有100+20=120需要记入缴税收入。
2。若20元是为了自己工作挣100工资(Contractor或自雇,自己给自己发薪),则你有100-20=80需要记入缴税收入。
3。若你20是花给了股票经纪机构,从股票中赚了100,则只有 (100-20)/2=40需要记入缴税收入。

看出区别了吧!
资本主义的好处就体现在这里,最大限度为富人谋福利,而照顾部分穷人,让工薪阶级成为社会的(缴税的)中坚力量。

在加国,Salary是最受打击的,Interest也不怎么受保护,Capital Gain只有Capital Gain才是真理所在。
因此,Capital Gain在家庭收入中的比例才是真正衡量财富的最重要标志。

当年的澳洲首富,一年只缴18澳元的税,创造了财富管理的“奇迹”

4. capital loss can't be applied against other income than capital gain.

therefore, only good risk takers who have both extra funds and sufficient investment knowledge would eventually benefit.
