If the house was bought through Grapevine(no agents involved on both sides),who is responsible for this issue? Is there still a SPIS to the buyer?

On your offer to purchase, did you buyer agent insert a line requiring the SPIS from seller? If there is no such line, the buyer agent shall be responsile for the damage. The seller doesn't have to provide you the SPIS. Remember seller agent works for the seller, buyer agent works for the buyer.
