停车的地方有 permit holder expected 是什么意思，是不是必须是经过允许的车才能够停？ 难道不是每个人都能停吗？

I am also puzzled by various parking regulations in Ottawa. For example,
(1) Parking in a lot with meter on Saturday or Sunday, FREE or NOT?
(2) Parking in a lot with sign of permit holder or handicaped only on Saturday, Sunday or holiday, OK or not?
(3) Some lot with sign "8:00 am to 9:00 pm, 1 hour", does it mean beyond this time limit, parking over 1 hour is allowed?

Free parking on weekends at City lots and meters located West of the Canal, East of Bronson, North of the Queensway.
