Immigration Minister Joe Volpe also announced today that rules have been loosened for international college and university students, making it easier for them to work part-time in this country while they study.

Foreign students have only been able to get on-campus jobs while attending school in Canada. Under the relaxed rules, they'll be able to look for employment off-campus.

"International competition for talented international students is fierce and today's announcement moves Canada even further ahead," said Volpe.

He also announced incentives for foreign students to work outside of large urban centres.

International students can currently work in the country for only up to a year after graduation. But if they take jobs outside Canada's three big cities of Montreal, Toronto and Vancouver, they'll be able to work for up to two years after graduating under the new rules.

"The Government of Canada is investing $10 million a year for five years to support this strategy," said Volpe.

Colleges and universities have been lobbying for the changes, in hopes to attract more international students.

联邦自由党政府希望精简入籍的申请，并且令到移民更为容许申请父母及祖父母来加拿大团聚。 消息来源称，移民部长胡平藻(Joe Volpe)亦正计划放宽对来自外地的学院及大学的学生的就业管制，让他们在留加期间更易找寻工作。

目前预期，胡平藻将于今天在宾顿市举行新闻发布会，宣布这些措施。

入籍方面的改变旨在清除积压的个案。目前，申请人可能需要等候两年才获知结果，而政府希望将最长的等候时间缩短至不超过12个月。

在家庭团聚方面，新措施希望能够把每年处理的个案数目增加多两倍，由现行的6,000宗增至1.8万宗，以便清理目前所积压的约10万个申请个案。

渥京的知情人士表示，加速家庭团聚的措施的改变将会巨大。

联邦政府将会在未来2年动用7,200万元来加快处理申请个案及协助新移民安居。

另方面，移民部也会让正申请前来加拿大与子女及孙子女团聚的人士在等候结果期间更容易入境。

消息来源指称，目前这些人士每多被拒入境，因为移民部的官员不相信他们会离开。

由于一些申请需时长达5年，这些人士因而可能被拒入境长达5年之久。消息来源指称，新措施将会带来即时的改善。

由今天开始，移民部会较为愿意向这些人士发出多次的入境签证。不过，官员强调，卫生及保安的审查不会取消。

另方面，根据现行的规例，国际学生在求学期间，只可以担任校园内的工作，而新措施则会加以放宽，容许他们在校园外找寻工作。

这将会有助国际学生赚钱来负担部分学费。然而，消息来源解释，真正的目的是方便这些学生找到与课程有关的工作，以符合诸如工读交流计划等的要求。

与此同时，新措施也延长了他们在毕业后留在加拿大工作的期限，由目前的1年增长至2年，但有地域限制，只适用于多伦多、温哥华及满地可市之外的职位。

联邦官员透露，学院及大学一直游说推行这些改变，以便吸引更多海外学生。

胡平藻推出这些新政策，刚好是自由党致力发动公关手段，以图抵消赞助丑闻的效应，争取选民的支持。

然而，自由党的策略家坚称，不应把胡平藻的移民政策改革措施视为收买选票之举。

他们表示，胡平藻自从1月上任以来，已经就这些新措施展开工作。

一名内阁助理表示，胡平藻采取行动，原因是要改善目前的制度，而非只为讨好族裔社群。

The first will allow international students at public post-secondary institutions to work off-campus while completing their studies so that they can experience the Canadian labour market and gain a wider understanding of Canadian society. The second will allow students to work for two years, rather than one year, after their graduation. This second initiative will apply outside Montréal, Toronto and Vancouver to help spread the benefits of immigration to more of Canada’s regions.

应该是说,本来毕业后的工作签证,是只给1年的,现在放宽到2年了
但是是在多伦多,温哥华还有满地可以外的城市.
