I only heard about this and hopeful it will help you in some way: Go to the city hall and tell them your situation, and they will give you a letter to demonstrate that the birth certificate is in the process. Take the letter with you and go to the passport office and apply for the passport. BTW, a birth certificate takes about more than half a year? I guess this only happens in Canada....
