[问题] Visitor visa for my little niece?

I plan to have my parents visit me in the next summer. I don't worry too much about their visa application. However, is there a good chance that VO can issue a visitor visa for my 2-year old niece? Any idea?

What documents do I have to prepare? Should I write an invite letter for my parents and my niece together? Or to be safe, apply visa for her separately? My sister is her guardian so she has to give my parents the guardianship, does she not?
