Thank you for the reply. However, they need cash or certified cheque($600) instead of paying bill. The sratch is minor and I never have the bad record with my insurance. Should I go through insrance or pay cash to them. I doubt if they wil fix their car.

If it is only $600 you may pay for them since if you claim to insurance company you need to pay deduction first ($500 or so) then insurance company will pay off the rest. However, your fee of next year may jump up of $1000 more.

Will the other party make a claim to his insurance company as well? Did you give the other party your insurance No? If he will and you gave your no. to him, no matter you make a claim or not, your rate might be influenced, since the other party's insurance company might inform yours of the accident.
If the other party won't claim, you have a chance of fixing the car on your own and not to inform your ins company.
Anyway, legally, no matter what you will do, you have the responsibility to report any accident you have to your insurance company even if you are not claiming. Well, not many people do it then.
