I am just wondering... how did he get the 2 years post-grad work permit. He has worked for one year as a post-grad worker already, according to the new regulation, he can extend it one more year, not two.

The one earlier was for co-op, if I remember correctly. The latest is an after-grad work permit.

其实他的情况非常特殊，当时毕业之后，他有的是co-op的work permit
当时的post-grad. W.P.只签一年，所以当时签证官没给他换，只是口头答应他可“随时”回来续签！
这就导致了这次的问题！

好想好复杂，co-op WP一般只给在校生，毕业后的都是给Grad WP， 以前给一年，现在给两年, 不管怎样，签下来了都是好事儿。

co-op WP has one attached condition: working for education purpose

The officers are asking applicants to know everything related to WP and immigration matters. It is considered applicants' responsibility to know the rules and laws. Ironically, even the officers have problem with that. By what extent the applicants should know about the regulation is truly an issue...
We're lucky to have a happy ending...but think about how many ppl were rejected because of having bad luck...
