About the head tax, I think we have to realize that there is a fundamental difference between that and the internment of the Japanese during WWII. The head tax was levied according to a law passed by a democratically-elected Canadian government. The Chinese immigrants of the time fully realized that it existed and paid it willingly when they came here. The tax was racist and morally wrong, but it was perfectly legal.
However, the Japanese interned during WWII were Canadian citizens and yet they were sent to internment camps because they were suspected to be spies purely due to their race, despite the fact that they were all Canadians by citizenship. Guilty by suspicion is wrong to begin with and suspecting someone to be a criminal purely by race is even worse.
