加拿大不允许国际学生在校外合法打工的政策如今开始出现松动。从今年一月起,加拿大中部的曼尼托巴省(Manitoba)和东部的纽宾士域省(New Brunswick)相继推出新政策,凡在该省高等院校就读的全日制国际学生可以申请工作准许证,一旦申请成功即可在该省范围内合法打工,而不仅仅限于在学校内工作。


  众所周知,加拿大的高等教育质量可以和英美等传统教育强国相媲美,而学费和生活费则远低于英美,甚至比澳洲等留学热点国家还要低,加上美丽的自然环境、淳朴好客的居民、便利的移民体系,每年都吸引了世界上众多学生竞相求学,唯一美中不足的是加拿大政府一直不允许国际学生在校外合法打工。

  加拿大曼尼托巴省和纽宾士域省推出的新政策,使得众多国际学生可以走出校门寻找更多的工作机会,并得到更合理的报酬,同时也可增加自己的工作经历,为将来的就业和移民打好基础。此政策一经公布,当地留学生纷纷打听办理程序,并踊跃申请,而在其他省份留学的国际学生也开始考虑转学至上述省份。这也正是省政府推出打工政策的初衷:吸引更多优秀的人才来当地学习、工作,以推动当地经济和教育事业的发展。留学生毕业以后,还可以申请曼尼托巴省和纽宾士域省政府的省提名技术移民,这比起传统的联邦技术移民标准,门槛更低,周期更短。

  据已办理曼尼托巴省打工准许证的中国留学生介绍,目前申请打工准许证的条件为:一、在该省高等院校在读的全日制学生;二、已修满专业课30个学分,成绩良好(平均绩点2.5以上)。整个申办周期为一个月左右。获得打工准许证后,学生每周打工时间不得超过20小时,目前最低工资不低于7.5加币(相当于48元人民币)/小时。而纽宾士域省的申请条件和曼尼托巴省基本相似,区别在打工准许证的有效期只有2年。

  对于想边留学边打工,将来有移民打算的中国学生来说,曼尼托巴省也许是他们比较理想的留学家园。这里学习环境良好,学费比较合理,比安大略省、英属哥伦比亚省便宜30%――40%,拥有曼尼托巴大学(博士级大学)、温尼泊大学(本科级前五名)等一流公立大学。

联邦移民部长索伯格(Monte Solberg)昨天宣布,即日起落实开放海外签证学生在校外工作计划,接受国际学生申请校外工作证。移民部预计今年暑期会有首批国际学生在校外打工。

索伯格表示,这政策除可为国际学生增加收入之外,亦可帮助他们获得加国工作经验,令加国在吸引海外人才方面更具竞争力。但安省训练、学院及大学厅 (Ministry of Training, Colleges and Universities)宣布,安省签证学生要到6月1日之后才能申请在校外打工。

根据联邦移民部统计,2005年来加求学的国际学生超过5万人。截止到2005年12月1日,共有15.2万名国际学生在加拿大求学。他们当中约 10万人 有资格在求学期间申请在校外打工。另外,根据移民部新政策,国际学生的配偶或同居人(common-law partners),若符合条件也可以申请在加国合法工作。具体条件可参考移民部官方网站。


申请校外工作条件

国际学生申请校外工作的条件是:必须持有有效的求学许可证(study permit),在申请校外工作证之前的12个月中,须至少6个月在公立的专上学院或大学中全职求学,且学业达到一定的水准。另外,申请者所在的学院须与所在地省府签署协议才能令其学生获取打工资格。在所签协议中,学院要向省府承诺监督并保证其学生具有在本地工作的资格。根据移民部与各省达成的协议,国际学生在上学期间可以工作每周最多20小时,在放假期间(包括寒暑假)可以全职工作。

移民部表示,由即日起接受国际学生校外工作证的申请,预计今年夏天会有首批国际学生在校外合法打工。但移民部澄清说,国际学生必须在就业市场与加国本地学生平等竞争,在求职方面对国际学生没有照顾。

交换学生、英语或法语为第二语言课程学生、加拿大英联邦助学金计划(Canadian Commonwealth Scholarship Programme)、加拿大政府奖励计划(Government of Canada Awards Program)及加拿大国际发展署资助计划(Canada International Development Agency)的受益人无资格申请校外打工。

对于国际学生毕业以后的工作证,此次政策未做新的调整。在2003年以前,移民部允许国际学生毕业后在加国工作一年。去年5月,移民部宣布新政策,允许在多伦多、满地可及温哥华三大都市以外地区工作的国际学生,可以延长工签至两年时间。

安省拥有3.4万名国际学生,在全省47所公立的专上学院及大学中求学。安省安省训练、学院及大学厅长班德利(Chris Bentley)昨天表示,这47所学院全部与省府签订了有关国际学生在校外打工的协议。但与联邦移民部政策显著不同的一点是,安省宣布在6月1日之后才接受校外工作证的申请。

对于联邦移民部宣布开放外国学生校外工作计划即日生效,本地移民留学界人士认为此政策比以往的保守政策前进了一大步,把外国学生通常经历的接受高等教育、就业和取得移民身份三大步骤连结起来,使加拿大重新成为全球留学就业最理想的国家。

加华移民留学中心总裁官国荣认为,上述政策是留学生的福音,以往留学生必须等到毕业之后才能申请工作许可,至于取得加国移民身份,则要等待更长的时间,新政策使留学生接受教育、在加国就业和取得移民身份的时间缩短,大大提高了加拿大在国际学生市场,尤其是中国留学市场的竞争力,其实不只是中国学生受益,加拿大也可以借此机会吸引更多的海外人才,使加国就业市场增添一支生力军。

官国荣指出,原本加拿大的留学政策相对保守,使到加拿大留学和技术移民的申请逐年下降,相信新的政策实施后,会改变这种趋势,刺激起新一轮移民留学热潮。改变留学生打工许可申请的政策实施后,加拿大与其他移民留学的热门英语国家相比,占有相当大的优势,以生活水平和教育程度而论,加拿大强过澳洲、新西兰等国,与英国水平接近,仅仅次于美国,但美国和英国申请移民相当困难,就业市场也不如加拿大,现在可以说加拿大是世界上最适合移民留学的国家。

We recommend that you prepare a resume also referred to as a CV. You can get help with creating a resume in the Student Services office located in room C226.


To locate departments that often hire students, visit the Departments & Services website at: http://www.algonquincollege.com/main/index_dept.htm This web site (located at the bottom of the screen) will help you learn about many departments at Algonquin College that may offer on-campus employment.


To find work, make several copies of your resume and include a copy of your timetable to let the department know of your availability. Go around to the departments where you wish to find work and give them your resume and timetable. If they have job opportunities, they will let you know.


***Please note that on-campus employment is not guaranteed.


Once you have found on-campus employment, you will require a "Contract of Employment" from the department hiring you. You will need the Contract of Employment, your timetable as well as your study permit and passport in order to apply for a SIN. If you find post-graduate employment in Toronto, Montreal or Vancouver, you will only be given a one year post-graduate work permit ? if you meet the eligibility criteria.
