The dread of the enemy within is one of the most powerful any society can confront. News that authorities have broken up a suspected terrorist conspiracy in Ontario is bound to stir such fears. Some will even leap to the conclusion that our experiment with mass immigration and multiculturalism is failing, that our very tolerance and openness have become a weakness. That would be both rash and unjustified. Though Canadians are right to be alarmed at the weekend's news, it would tragic if this incident made them question this country's greatest virtues.
内部出现敌人一直是许多社会要面对的最棘手的挑战之一。近日警方在安省挫败恐怖份子的阴谋袭击的新闻一经传出,这无疑唤起了这种担忧。一些人甚至会因此得出结论,加国敞开大门欢迎移民以及多元文化主义的尝试是失败的,我们的完全包容和开放的态度成了一个缺点。事实上,这种观点即轻率又勉强。尽管周末的新闻的确会让加拿大人感到需要戒备,但如果他们因为这一事件而去质疑这个国家最伟大的优点,那将是一个莫大的悲哀。
There is nothing to indicate that Canada is riddled with extremists or that our practice of welcoming newcomers has made us a special target. The number of suspects arrested in the alleged plot to attack targets in Southern Ontario is 17. The number of Muslims living in Canada is 750,000. The vast majority of them are law-abiding and peace-loving. Most have integrated or are becoming integrated into the broader society, just as waves of immigrants from other lands and religions have done. To paint them all with the same brush, as some bigots appear to have done when they vandalized a Toronto mosque on the weekend, would be shamefully un-Canadian.

For reasons that are not clearly understood, but demand to be, a small number of Muslim Canadians appear to be attracted to the hateful creed preached by Osama bin Laden and his ilk. If initial indications are correct, most of those arrested on Friday on terrorist charges are "homegrown" terrorists -- established residents of this country, not foreign infiltrators. We need to know much more about how they succumbed to this odious ideology. Were they converted to it by radical imams? Were they seduced by Internet propaganda? Where did their resentment come from, in a land as welcoming and respectful as Canada?
虽然我们目前还不清楚,但我们将会搞清楚,为什么一小部分加拿大穆斯林似乎被宾拉登之流所鼓吹的可耻信条所吸引。如果警方最初的判断是正确的,那么周五被逮捕的恐怖嫌犯中大部分是“加拿大土生土长”的恐怖分子,而不是混到加拿大的外人。我们必须更深入地去了解他们为什么会屈服于这种可恶的意识形态。是那些激进伊斯兰阿訇将他们教唆为恐怖分子吗?是互联网上的宣传诱惑了他们?他们的仇恨从何而来,难道是象加拿大这样热情而谦恭的国家造就了他们?
Whatever the answer, there is nothing to suggest they are remotely representative. Nor is there any sign that some sin that Canada committed -- either by excluding them, or by accepting them too uncritically -- led them to do what they are said to have done.

The sad fact is that there are groups of Islamic extremists in virtually all democratic countries. Some, like Britain, tend to leave immigrant communities more or less alone to pursue their own ways of life. Others, like France, demand that immigrants conform to local values and practices. Some, like Spain, have been involved in the war in Iraq. Others, like Turkey, have stayed out of it.

It was always a fantasy that Canada was immune to terrorism. As the RCMP's Mike McConnell said, "We just remain vigilant. Canada is susceptible to criminal terrorist activity as much as any other country."

But we must be vigilant about our way of life, too. Toronto's Police Chief, Bill Blair, told a Muslim audience yesterday that Torontonians must not let a pack of extremists "rob us of what makes this city great": peace, harmony and respect for others. Toronto and other major Canadian cities are an example to the world of how societies can absorb large numbers of immigrants from many different cultures. We do not have the vast immigrant ghettos of France, torn by riots last year. We have escaped the kind of bitter divisiveness that racked much of Europe during the Danish cartoon furor this year.

Though it would be foolish to deny there are problems -- high crime levels among black youth, persistent pockets of poverty in some immigrant communities, an unwieldy, often unfair immigration and refugee system -- by and large Canada is doing a magnificent job at integrating newcomers.

So, yes, by all means, let's investigate and root out the extremism that affects certain quarters of some communities. Let's give our law enforcers the tools they need to fight terrorist threats, as they appeared to do so successfully in this case. But let's not overreact and abandon the virtue that defines us: respect for others.
