保险费，根据你的年龄、婚否、驾龄、驾驶记录和车的情况及用途而定，没有什么一般价格。

buying from dealer u pay the dealer to do it, dosen't matter is new or used. buying from someone else, go to the licence office with the person while u are doing the signing of the ownership papers, ask the counter staff for a new plate and the year sticker.

It is correct but I would like to correct on the latter part:

You don't need to go with the person for private sale, however make sure you have all the following:

The vehicle information package, signed by the seller and you;
The vehicle portion of the onwership signed by both of you;
The above two items are passed to you by the seller.

You also need: Proof of insurance, emission test if applicable, safety test result.

Who will do the two tests is up to negotiation. If they are not done by the seller, you can get a temporary license(a paper plate) for $15 to drive the car around to do the tests.
