family members still need some restriction.

if some brother/sister to each other, cannot just give it
if parents -> child, possible

Whenever you transfer the vehicle ownership, you have to do the safety check and pay transaction tax. Even you give the car to a friend for free, you have to pay the transaction tax estimated by market value. Otherwise the government won't get any tax if everybody claims his/her transaction as gift.
