陪审团制度司法升迁体系改造。把垂长效率低的陪审团制度断案,改为使用陪审团制度判断法官对该案件的审理,累计多次案件结果提升法官,直到升为加拿大最高法院大法官。最高法院法官不再归政党协调议会表决来任命。

how can you do 灭掉它的政党背景? It is people who have similar or identical interests and thinkings form a party. 灭掉政党 means people either have no interests and thinkings of their own or they allthe same ones. Will that ever happen?
Also suppose I am a chief justice and I am conservative in my thinking (that is, I am against gay marriage, abortion and support death penalty) and I belong to a party that is also conservative in its thinking? Will my background affect my decisions about, let's say, a law banning partial birth abortion? You bet. That is what is facing the chief justices in the US, which are tilting toward conservatives.

i cannot agree here; judges are elected in US; i do not know the case in canada. chief justices though are appointed by the president.

看到了,加利福尼亚的法官有的是被州长指定的,也是被定期改选的,混合型。
美国不愧是目前为止,民主制度的先驱,已经在这条路上走。
但还是一次性投票决定,和竞选差不多。并非我说的陪审团累计结果提升来提高效率。他们用的还是海洋法系。
