i should say most new consumer digital cameras have a cmos sensor.
even canon 5d has a cmos sensor.
canon 1d started with a 4m ccd sensor but switched to a 16m cmos sensor (for 1ds mark ii). my understanding is it's easier to make larger cmos sensor.

I think I know why people have problem with your claim. When we say "consumer digital cameras", we usually refer to point-and-shot type of digital cameras, not entry level DSLR, semi-pro DSLR, or pro DSLR. From what you said, I think you're talking about DSLRs.
The article you linked refers to phone cameras. It makes sense to use CMOS sensor in phone cameras because it has very low power consumption. However, in the consumer DC market this is not true. Consumer DC and DSLR are two different market segments. Hope this solves the confusion.
