You mean if I am buying my second new house, I have to pay 6% on top of the builder listing price?
GST rebate for new house is not 6% of the price anyway. You may only to pay back the GST rebate credited to the listing price if you are not eligible; however, it doesn't mean that you are not eligible for the new house rebate if you are buying your second new house unless you are not going to occupy the new house as your primary residence. New house GST rebate is different from Ontario land transfer tax credit for first time home buyer. You do not have to be a first time new home buyer for GST rebate, but you may not be qualified for the rebate if you buy your second new house for the purpose other than your primary residence, for example, if the new house will be renting to tenants.
