Last time when I need to perpare a legal document, first I need to find a solicitor in Ottawa, let her perpare the document for me then I take that document to External Affair department to confirmation the ture document (free), after the officer signed then bring it to The Embassy of P.R. China in Canada to apply for notarization ($60). I think your sitation will be same as mine. Before I perpare that document, I call lot of different solicitor, almost everyone gave me different informations, end up I call a few solicitor in Toronto, they sound like more sure how to do the document, end up I call one in here who gave the information was close to those from Toronto. After the document is ready, she will give you all address that you need to confirm the document, the other solicitor will do it for you but charge a lot.
