1. Your friend needs to be here for taking photo, and for picking up the card when it is issued. The card will always be valid for 5 years. Can not be longer than that. The application process takes some time and you can check online to see how long it takes. Last month when I checked, it takes 5 weeks. www.cic.gc.ca
2. Your friend should receive a letter from OHIP first and the letter probably will say if it should be done in person. If the card was issued 5 years ago, usually the person needs to be here for taking a new photo.
