Where is Campus Card office

It says ALL NEW STUDENTS SHALL OBTAIN THEIR CAMPUS CARDS PRIOR TO THE START OF SCHOOL YEAR. Where is that place to get campus card for new students? What is this campus card anyway? What does it do? Is it the same thing as the student card?

Does anyone know? Is there anyone would like to go there together to get the card?
