HDTV can take non HD signal, with compromise of quality of course. If your TV supports noise reduction, the quality can be a little bit better, although the difference is negligible.
The best HD quality I get is over the air using a regular antenna. There are two over the air digital HD channels in Ottawa CBC and a French one. If you like hockey CBC has it. Buy a HD TV with turner. Some of cheap one does not have the turner.

that's so NOT true. At least not according to my own experience.
First, the picture quality of HD and non-HD differs a lot. You cannot tolerant non-HD programs once you have the HD experience.
Second, watching a non-HD program on a HD TV is a horrible experience and much much worse than watching it on non-HD small screen TVs. Since HDTV usually has a larger screen, non-HD programs looks much urglier than on a small TV.
