Well, in the case of Canada, in the beginning, the provinces freely associated/joined together to form a confederation, so the government that represent Canada is called the federal government.

1998年8月20日，加拿大最高法院作出裁决：即使魁北克省多数人同意，魁北克省也无权在沒有获得联邦和其他省份认可的情況下单方面宣布脱离加拿大独立。

也就是说，魁省独立要其他所有省同意才行。这就是加拿大对待分离主义的逻辑。如果直接用在西藏问题上，西藏要独立，就必须得到中国其他省自治区的同意
