[FONT=仿宋体]1. Will Canadian Red Cross determine how to use the donated fund designated to China Earthquake, or will it likely pass most of the fund to Red Cross of China and/or other government agencies? [/FONT]
[FONT=仿宋体]2. How long will it likely take for you to transfer the fund or act with it, within days, weeks or months? [/FONT]
[FONT=仿宋体]3. Will the Canadian government provide match to the donations, similar to the case of South Asia Tsunami fund?[/FONT]

[FONT=仿宋体]Donations to the Canadian Red Cross China Earthquake response will be used to support emergency relief efforts already underway in Sichuan province. Canadian Red Cross donations to this response will be transferred to the International Federation of Red Cross and Red Crescent Societies who will then distribute these funds to the Red Cross Society of China directly. [/FONT]
[FONT=仿宋体]Members of the Federation are currently on the ground in China conducting emergency needs assessments. These assessments give the Federation the best information for how much money will be required to respond to the needs of those affected. Donations to the Canadian Red Cross will then be transferred through the Federation to the Red Cross in China. [/FONT]
[FONT=仿宋体]Canadians can rest assured that their donations will go directly to those affected by the recent earthquake in as timely a manner as possible. [/FONT]
[FONT=仿宋体]We do not know yet whether the Canadian government will match donations made to the Canadian Red Cross China Earthquake fund. This is something you could follow-up with your MP.[/FONT]

[FONT=仿宋体](1)国际红十字会将居中协调捐款的使用,这其中可能既包括提供人员与物资方面的国际援助,也包括将捐款转交中国红十字会。由于中国政府表现出强有力的救援组织能力,与南亚大海啸和缅甸风灾后所在国政府的无力情况不同,我认为捐款的大部分还是会被直接转交国内红十字会使用的。[/FONT]
[FONT=仿宋体](2)如果是将捐款转交中国,这个过程不应该费时太久,这跟南亚大海啸后一些外国红十字会直接到当地运作重建项目不同。[/FONT]
[FONT=仿宋体](3)加拿大红十字会将截留一点管理费,个人认为10%以下还算合理。[/FONT]
[FONT=仿宋体](4)人们通过各类组织捐款,一个目的是众人拾柴火焰高,求得合力以图能组织更有效的救援。贪污抑或官僚程序引起的低效率处处都有,可恶但也是PART OF LIFE, 我们真的有很多更好的选择吗? 相比而言,我对红十字会还是比较信任的。[/FONT]
(5)加拿大红十字会之类的机构能向捐款人提供 tax credit, 这可以帮助我们maximize自己的捐赠"财力"。我的一个"妥协"方案: 因已经通过 redcross.ca 捐了款,将把省下来的税换算成人民币,请在国内的亲友再直接向灾区捐出。
