加拿大作家 JAMES BACQUE 1986年去法国访问二战时法国抵抗运动英雄RAOUL LAPORTE

RIE。 在查找了众多的资料和访问了众多的当 事人后,他意外发现了一个惊人的,却很少

为人所知的秘密:第二次世界大战结束时,在美军的德国战俘集中营里,有一百万已经投降

的德国战俘死于人为地饥饿,疾病和无医无药。他用了三年时间查访了当时盟国( 美,英,

法,苏等)的政府挡案,与当事人谈话。记录了以下事实。



至1945年五月,德国向美,英,法三国投降人数的分布大致是:蒙哥马利的英军受降50万德

国俘虏,英国- 加拿大联军受降二百万人,这些俘虏大多数在德国投降后放回了家,其中有

30万人被送往法国作为‘重建法国’的劳动大军。美国在欧洲和北非受降五百二十五万人。

美国处理德国战俘的作法不同于英,法,加等国。



当时驻欧洲盟军(SUPREM HEADQUARTERS ALLIED EXPEDITIONARY FORCE 简称SHAEF) 最

高统帅部司令是艾森豪威尔将军,他不愿与英军合作处理德国战俘。因为国人按照日内瓦公

约处理战俘,即:战俘在吃饭,住宿等基本生活条件方面不能亚于俘虏他们的军队的士兵待

遇,有与家人通信的自由,红十字会定期访问战俘营地。( 记得,在朝鲜战争中中国人民志

愿军对待联合国军的战俘基本上作到了上述几点,在美,加历史学家写的著作中可以看到)

但是艾森豪威尔决定自搞一套。在1945年4 月,他提出一项建议,建议将德国战俘分成两

种等级:1。投降的战俘。2。缴了诫的敌对武装力量(DISARMED ENEMY FORCE ---- 简

称 DEF )。第一类人按日内瓦战俘公约处理,第二类人,按照艾森豪威尔的指示,仍旧按敌

对武装力量处理, 即使他们投降了,也可以杀死他们。实际上到了1945年8月,所有的德国

战俘都归入了第二类,即DEF 。英国人拒绝了这一建议,美国人就在他们自己的战俘营开始

执行艾森豪威尔的指示。



从1945年五月国际红十字会的材料表明,所俘获的德国战俘的健康状况,除受伤者外,基本

上是健康的。但是在美军的战俘营里,情况迅速地恶化。在美军设在GOTHA 的战俘营,战俘

们被置于露天的黄土坡上,没有遮蔽风雨和太阳的帐篷,没有树阴,更没有房屋,强壮的战

俘自己用手刨个洞出来,象地老鼠似地蜷在洞里,体弱的就在露天里躺着,晚上太冷,就一

堆人挤在一齐互相取暖。有时下大雨,土洞的泥土松动而塌方,倒霉的‘地老鼠’就被活埋

在里面。这还不是主要问题。主要问题是战俘们得不到食物和饮水。当时的情况并不是食物

缺乏,由当时盟军和国际红十字会披露的材料,美军在欧洲的食品总部有大量食品囤积,国

际红十字会有十万□食品储存在瑞士。但是饥饿却在战俘营里蔓延。一位当时只有18岁的德

国战俘, 战后成为历史学家的CHARLES VON LUTTICHAU回忆道 ‘我们住在周围围着铁丝

网的,非常拥挤的露天土坡上,食物异常缺乏,一天吃一顿,数量只有美国士兵的十分之一。

很多人迅速瘦得只剩下皮包骨头。我向一位美国军官说,他们这样作违背了日内瓦公约,

他回答我:‘日内瓦公约与你们无关,你们没有任何权利。’另一位战俘WOLFGANG IFF 先

生回忆道 ‘在我所在的战俘营里有一万人,每天有30 至 40 具尸体被抬出营地。我曾经作

抬尸体的工作,我们把尸体放在手推车上 运出营们外,脱去他们的衣服,一层层地装进铁

皮车厢码放起来。’战俘们得不到足够的饮水,有时河水近在营地旁,但就是那样的脏水战

俘们也喝不到。



有两位曾经在美军驻欧洲医疗队工作的医生JAMES MASON 和 CHARLES BEASLEY曾视察过

位于 RHINE 的战俘营,在1950年他们写道 ‘大约十万名衣衫褴褛的人挤在齐膝盖深的泥

浆里,肮脏,憔悴,瘦弱,目光无神------’。疾病很快在德国战俘营里蔓延,主要是痢疾,

伤寒和坏诅(病字旁里一个且字)和肺炎。美国的军医还有记载‘极度营养不良’和‘衰竭’

而死亡的。 由于营地里没有厕所,患痢疾和伤寒的病人,能动的还走去铁丝网内大便,走

不动的就只能就地解决,躺在泥地上的病人常常是全身糊满自己的大便。这无疑加速了疾病

的传播。国际红十字会要求视察战俘营的要求屡次被美军拒绝,战俘在无医无药的情况下,

生命‘自动地消失’了。这是造成战俘大量死亡的主要原因。



自1945年4月艾森豪威尔将大量德国战俘界定为‘缴(木)戒的敌对武装力量’,到1946 年一

月,有一百万德国投降战俘从美军的战俘营消失。到1950年,大多数非登记在册的德国战俘

的材料被美军相关机构销毁。



这一百万在战俘营里死亡的德国士兵人数相当于从1941年至1945年整个在西线与盟军打仗死

亡的德军人数的总和。



第二次世界大战就是在这样的杀人中落幕的。死亡的人数并不下于日本在原子弹轰炸下的死

亡数字。

An officer in the 101st Airborne in Germany in 1945, Fisher was appointed to a commission set up by US commander General Dwight Eisenhower to investigate atrocities committed by US soldiers against Germans. The commission exonerated the Americans, and Fisher called the decision "a whitewash".
