go to attica take a look. it should be cold and dry. My guess is yours would be wet and warm. The heating pipe could have a leak or insulation is broken or even no insulation at all. So the roof is warmed up the ice is melting. Ice dam .... then leaking. Or the roof ventilation is not working.
It looks like the second level is a add-on. Somebody run the heating through the attica in order to save sometime or money. The ventialiton may also be weak. It shouldn't be be done this way in ottawa, In a place never snow, it is ok.
You choice now is try to insulate attica as good as possible. In summer upgrade the ventilation.

You are right. I just enterred the attica and found several pipes are not insulated at all. Eh, it is the real reason some bedrooms is not hot enough comparing others.
What do you mean to upgrade the ventilation? For the whole system or only the part on the 2nd floor. Do you have any idea about its cost?

Now I am really angry with my home inspector. How did he do the inspect? Could I ask him to make up his mistake?

1. Heating duct in attic? Unbelievable. Insulate attic could be done by yourself mostly. But insulate heating duct in attic, could be a really pain. I think you need to find a REAL professional for opinion first.
2. You can hardly do anything to the inspector.

After I read the first link, I think I have a general idea what should I do except for the ventilation pipe in the attic. In my house, those pipe in the attic is flexible one, not metal one.
Do you think I'd better change those flexible one into metal one and then insulate them?

2. I don't agree it. I trusted the home inspector very much and paid the money for his experience to help us. Then I made the final purchase offer on the house based on his inspect result.
However, because he made wrong analysis or ignore some, I purchased a big trouble with so many money. Is it fair? If he did not do anything for his big mistake, I will ask for some legal protection or I can report it to his registered association. (*sigh* No one would like do it, if they got some fair treatment).

I am not sure about the pipe. As long as there is not leak, any pipe should work. metal one should last longer. My suggestion is, for now, first check the leak, use metal tape seal them well then use good insulation blanket cover the pipe.
In summer, check how they run the heating system through the house. Is it possible there is any other wrong doing. remember the frame wood should not be wet otherwise it would rot. Check the way they run the heating to the attica.

Interesting, first time heard about heating ducts run through attic!! This means it will warm the air during summer and cooling it during winter..... How can a house built like that?
I hope you have not mixing up with pluming breathing pipes (not ducts) and the bath room vent (flexible plastic ducts) going to the roof.
回风口？那你的暖气进口在哪里？这样还很浪费暖气，因为热气轻。
如果是回风口还好啦，给它封死好了。然后再找离主回风管近，又合适的地方重新开一个。注意各个房间的门不要贴地，如果太贴地就锯掉一点。
我觉得改回风比包管子容易，而且是彻底解决问题。
