Maybe useful in the government job, but as far as my experience goes, for private sector, it may considered a joke and if you put it as an important selling point, they will know that you don't have much experience.

During the interview, you can raise up your head, get the full eye contact, be confident, and say I am really busy working and don't time for that kind of crap Many times, they will buy it.

I would argue on the most government is on the .net part. I have been over 12 departments now, large scaled java development is everywhere. I didn't have to much chance since 2000 to practise my .net skills, I was forced to stay with java. There are lots of small departments is on .net, but large ones like CBSA, RCMP, CRA, CIC, PWGSC, Health Canada all have projects worth billons on the Java. The largest development I know so far that is using .net is the ocean and fishery.

I have SCJP, SCJD, SCWCD, SCBCD, SCMAD, Object-Oriented Analysis and Design with UML (IBM 486), Enterprise Connectivity with J2EE 1.3 (IBM 484).
It does not help me too much to find a job. But it is very helpful for real work.
For SCJP, I guess 1 month?

You are right, especially in RCMP and DND

Actually, I think a good portion of applications in use today was implemented using Visual Basic and PowerBuilder. Another good chunk is simply Excel with Formula programming. We, as modern programmers, are too arrogant those days to even look at them. At least I call them legacy applications ignoring the fact that they play critical roles in our daily life.
